Anyhow, just like to say that GMT doesn't seem that bad a default to me.
GMT is set by vBulletin. They use that as a default as they do not use Daylight Savings time and it is a more accurate way of setting the general time. So everyone's time is set according to their own in relation to Zulu Time.

2) Would a 24 clock i.e. 21:43 be more appropo?

As I have said in other posts..go to the User Control Panel and set the Options and Profile to those things, like the timezone settings, for your account there.
The login box is at the top and bottom of the main forum page. If you lose your cookie all you have to do is put your username and password back in there. If you are already cookie on the forum your username and password are automatically put in for you.
