Again, my brother-in-law is looking to buy this thing. Though I haven't touched a editing rig in years, I read some things on it and this seems to be the best thus far. Any of you guys have other recommendations? Where to buy?

The board has some compatibility problems in some areas, but they may have been fixed with the current update. I have the DV200, and it's a solid package.

This card has had some good reviews. I think it comes with the full version of Adobe Premiere too.
This site has lots of info, but I must stress that I have NOT bought anything from them personally.
