On the boards here I often read about someone having a sub "tuned" to some frequency (usually 18-25 Hz), but I'm curious what this means. Anyone in the know please enlighten me.

That link didn't work for me. Here's my lame explanation:
Sub tuning frequency is the frequency in which the ports (or vents) kick in to add extra bass.
The tuning point is not necessarily how deep the sub will smoothly go, but is more of a design element in ported subs.
Ports can't output bass throughout the entire bandwidth of frequencies which is why they are designed to target specific "tuning" frequencies.
