So unless you are a part of that organization, you cannot do an ISF calibration, no matter how good the work is.
Loosely speaking though, it is a reference to hiring a professional to come in and properly calibrating your TV with test equipment and a heck of a lot of knowledge.
Calibrations come in different flavours like oil change variety and full tune ups.
Cost for equipment to do a proper calibration yourself ... $3000 to $10000.
