Win DVD 2000 Region Switching (1 Viewer)

Hi,
Someone has a Toshiba R2 laptop, and is having trouble trying to play R1 discs.
When they try to apply a change, it just greys out and goes back to R2.
they have 4 tries left.
any ideas?
