What is this mystery device? (1 Viewer)

Hi Gang!

My brother-in-law recently moved into a new place. He sent out pictures of a very odd device he found mounted in the new home.
I need your expert input to figure out what it is.
You can see it is electric in nature. It has a motor on the top and really substantial mounting brackets. There is also a metal hose clamp on the "nose" of the unit.

It looks to be mounted about 8 feet in the air. What in the world could this thing be???

Went to the link, read the info. Then clicked on HOME. Did more reading about products.... Now can someone explain the need for the massive mount and the motor at the top? thanks

I'd guess the motor provides cooling for the lamp. Massive mount to prevent shaking so the light is locked steady in place.
