Yes, Butters is a tragic character and that's all the more good for my enjoyment. Matt and Tray talked on the minicommentaries for season 3 on DVD how much they got to like writing for him and how fun it is to do his voice, so I think that's a huge factor in to why he's been featured so prominently these past few seasons.

Well, they did run promos on Comedy Central heralding the return of Lemmiwinks, so that must have been part of it as well.
