SAP (Second Audio Program)? (1 Viewer)

My VCR and PC (I have a TV tuner card) have an option for SAP. What exactly is the Second Audio Program? It sounds exacly the same as the normal but in mono.

In the US, sometimes a program will be broadcast in a different language (usually Spanish), and SAP is used to carry the non-English language track when available, otherwise, it's just English).
