True Blue is the only movie I can think of that has rowing as a central theme(eights rather than single sculls), but there is some mention of it in A Yank At Oxford (though doesn't the eponymous character concentrate on athletics?).

Other than that, I guess you could try the various official Olympics films. I would imagine that the coverage of the Sydney Olympics will include a bit on Steven Redgrave.
