What's the difference between a game made just in Dolby Surround then put into the Pro Logic 2? Could they just make a game in Surround and state that it uses Pro Logic 2 so basically the developer just makes the sound the same way as they did with N64 games? Am I totally off the mark?
The main difference is that the PL II encoding stage adds additional matrixing info (for the stereo surrounds, more accurate separation, etc.) So to answer your question: no, a developer cannot simply "state" that a game supports Pro Logic II if the audio was not actually encoded in PL II.
But most of the improvements over regular Pro Logic take place during the decoding stage. And since PL II doesn't require any more space than PL (we are still dealing with matrixed stereo) it is an optimal format for gaming, IMHO.
P.S.: Any developer armed with a Pro Logic II encoder could easily make a PL II game for the Nintendo 64, PSX or PS2 today! The only thing preventing them from doing so in the past was that the format did not exist yet!
