Can anyone tell me what's going to be different about these discs? Or what the "Starburst Editions" are?

VideoUniverse lists it as "Farscape:Season 1 Set 1 Reissue" and DVDEmpire gives it a runtime of 350 minutes. So, I'm going to assume these are just multi-disc volumes of Season 1, similar to the way the other seasons have been handled. There will probably be a total of 3 releases (350/350/400).

ADV will "officially" announce this release in a week or two, so full details will be available then.
