Actually, it sort of is and isn't. Some parts are side-scrolling, while some parts are more 3-D. Nonetheless, it's 3-D graphics with a classic 2-D platforming concept mixed with some new 3-D stuff that has a 2-D feel...
Which is right in line with the first Contra, which had psuedo 3D sections.
I think we're past the hump where every game had to be 3D and now they just take the perspective that meets their needs. So we get great 3D and great 2D games in some proportion.
BTW, you should check out Link Removed. It's an excellent 2D action game with a lot of personality.
