If a person quits out of 2K3, the quitter automatically gets a loss and the other guy gets the win. You can also provide negative feedback against the user, and MS can take action against a particularly egregious user if enough negative feedback is received against him.
Quitting out of a race in MotoGP or ReVolt doesn't have any consequences, but whoever is hosting the race has the option to boot anyone at any time, so if someone is deliberately crashing everyone or shouting profanities the entire race, the host can remove the offender (unless it IS the host...)
