...that Woody Allen is spoofing/making a mess with/improving on WHAT'S UP TIGER LILY?

The original title of the flick being spoofed is "Kokusai himitsu keisatsu: Kagi no kagi" a.k.a. "Kagi no kagi" ("Key of keys"). Supposedly, segments from a second movie were added in to fill a few gaps, but I can't find the title.

As to WHO has the rights to the original movies or if it's still distributed, I have no idea.
