It's a way to let the world know that you think the thread is going to/should be locked by a moderator (by suggesting it's inevitable, and you're just in with your message shortly before it will happen).

A lot of the time people do contribute to the thread at the same time, though. I've rarely (if ever) seen 'in before the lock' posted without a supplemental opinion. Of course often that post moves the thread closer to locking anyhow...

Look harder Theo... it seems to be popular lately.
Indeed. It's showing up quite often now. And yes, they are quite annoying. By my count (not scientific, I know), they seem to be offered up by relative newbies to the forum. But, is that at all surprising? No.
