How do they decide how low to go with dvd soundtracks? (1 Viewer)

I was wondering...does anyone know how these dvd sound engineers decide just how "low" to go on the dvd soundtrack? I hear about tracks containing info below 10Hz...where would they get the idea to play the sound so low? Maybe they are just trying to push the envelope??? Maybe trying to add "subtlety" to the sound??? Imagine, if they didn't have much material below, say 25-30Hz, then so many more subs would be adequate :)
