HDR10+ from TV, but not from Apple TV or Roku (1 Viewer)

I have streaming apps direct on my 2021 Android TCL flat screen. I prefer to use my Apple TV 4K (most recent edition) to watch streaming. But, I'm frustrated that I only get HDT10+ when I watch things through the apps direct on the TV. The same material only comes through in HDR10 when I use the Apple TV 4K or Roku 4K plugged into HDMI slots. My cables are new high-end. Could it be the HDMI ports on the TV can't handle HDR10+?
