The impression seems to be that marquee titles and games that they expect to really drive a lot of business will not end up elsewhere, but smaller games with more limited audiences might end up on competitor platforms. Apparently some of the tension internally came from developers being upset that they were making multiplatform games, Microsoft bought them up, made those games exclusive to Xbox, then they failed to sell as well as they would have if they were on PS5 and Switch because there aren't a ton of Xbox Series S/X consoles in the wild to sell on. Microsoft sort of knee-capped their internal studios by forcing them to pivot after being bought.
It's not the worst strategy, really. It's probably going to make MS and their developers some cash.
