VCD from VHS (1 Viewer)

If I bought brand new sealed video tape of a TV show and I didn't want to wear out the video tape, could I make a VCD from the VHS tape? Would it look close to the original quality of the VHS tape when I play the VCD on my Panasonic CV51 DVD player? Would I have to get around the Macro-vision?

How could I do it? The only things I have are my fathers PC has an old ATI All-In-Wonder Pro 8MB AGP card in a K-6 III 400 mhz PC with 64 MB of ram and my PC which is networked to my fathers, has a CD writer. Any ideas?

Anybody know how much hard disc space I would need to make a VCD our of a 40 minute long TV show?
