I know what it does with the resolution. But, do you need a hidef tv for the picture to have a noticable difference?

This is addressed in numerous existing threads. The short answer: You will see zero benefit from progressive scan unless you have a monitor that accepts a 480p signal. In practical terms, that means a hi-def unit.
It's not a question of "noticeable" difference. Either a TV can display p/s, or it can't. There's no in-between.
