I think you have another thread there, but I'll bite. I've been listening to Springsteen for about 25 years, and I consider myself closely, if not intimately, familiar with his stuff.
I put The Rising in my 'third tier' of Springsteen albums.
The 'first tier' includes the masterworks: Born to Run, Nebraska and Greetings from Asbury Park. My 'second tier' has the albums that are great with minor flaws, and includes The River, Darkness on the Edge of Town, The Wild, the Innocent and the E Street Shuffle, and Born in the USA.
The 'third tier' has the stuff that is very good, but I don't return to as often: Tunnel of Love, The Ghost of Tom Joad and (yes) The Rising.
The 'fourth tier' has the stuff that just went wrong: Lucky Town and Human Touch, two albums which have barely enough between them for a decent single album, with plenty of embarrasing moments otherwise.
I think The Rising is solid, but too long, and too many of the tracks don't quite do it for me. The best cuts, however, including the title track, "Into the Fire" and "My City of Ruins" rank right up there. I could imagine the album moving up to my 'second tier' much more easily than the others I've classed it with.
I have, intentionally, left the 2 boxed sets out of my hierarchy.
