I found it much more an homage to Vertigo with the extended museum scenes and even better I might add than the obvious Psycho references.

I've always thought it had more in common with Italian giallo than Hitchcock (though they also owe a debt to Hitch).

Obsession was De Palma's Vertigo riff.
Yes overall Obsession is but the sequence in Dressed to Kill that goes on for many minutes without dialogue at the Met Museum is a direct Verigo riff as when Scotty hunts Madeline but I see how the film in it’s entirety could be considered a Psycho riff but I think it’s much more than that. Sean Connery in this role would have been bizarre to say the least. James Bond?
