Elijah Price (Unbreakable) - killing many people to find one person is crazier than killing people for fun. Elijah Price was extremely intelligent, which makes him scarier in my book.
Fred C. Dobbs (The Treasure of the Sierra Madre) - no particular reason, just because this is one of my all-time favorite films.
Frank Booth (Blue Velvet) - then again, dimwitted nutzoids who can go off on you at any second are frightfully scary.

Dr. Frank N Furter (Tim Curry)-The Rocky Horror Picture Show-Obsessed with making a perfect man (not unlike Dr. Frankenstein) as well as sex and with himself.
Maxwell Edison (Steve Martin)-Sergeant Pepper's Lonely Hearts Club Band-He seemed quite mad to me. ("Bang! Bang! Maxwell's Silver Hammer came down upon their heads. Bang! Bang! Maxwell's Silver Hammer made sure that they were dead...")
Jareth the Goblin King(David Bowie)-Labyrinth-Obsessed with Sarah and with pleasing Sarah (which is part of what leads to his kidnapping of baby Toby) and is the impetus behind much of the action in the movie. His obsession and his seemingly irrational actions to try to please her in his own unique way are part of his way of showing his twisted affection (and possibly love) for her since he also wants her to be his queen. He simply can't understand why his actions to make her dreams come true do not please her. Bowie radiates enough charm and charisma here to make his character very memorable and likable as well. Bowie is definitely very hot here too.
