I don't think Capshaw is the problem - she's playing the character as written. The tone of the entire film is cartoonish. Would anyone else have been much better with the same material? Clearly, they were trying to make her the anti-Marion by having her be a spoiled, helpless, girlie-girl and took it too far.

She's also playing the character as directed, so a large part of the "blame" lies with Mr. Spielberg. It's a completely annoying performance, with no redeeming qualities whatsoever IMO.

Yeah, he knew what he was getting. However, there isn’t a movie maker who hasn’t misjudged what the audience wanted.

In Senor Spielbergo's defense, "Temple" needed a character who seemed very different than Marion. The movie may go too far in the other direction, but it would've seemed redundant to give Indy another scrappy, tough love interest...

But Willie is scrappy. She's no wilting flower, she's in the mix with everything, not sitting it out on the fainting couch.

The problem is she's not charming at all. She's shrill.

That's all on Spielberg- as is the inane, In Search Of The Castaways-style toboggan ride with in the lifeboat.
If you've ever read the story conference transcripts for Raiders you'd know that he wanted to shoe horn that bit somewhere into the first movie, but was blessedly ignored.

But any "scrappiness" Willie shows is more out of necessity than natural inclination.

Look at the scene where she has to rescue Indy and Short Round from the "collapsing room". She's awfully prissy and she whines about how she broke a nail!
