I used this last Fall for a couple WAC titles with good results.
Apparently some/most accounts have been rebooted and allow the discount again.
My account showed the discount though almost all the closer Hubs that were available to me last year have changed.
I'm assuming this is only for Amazon direct items and not FBA or Marketplace items.
It does work on preorders so WAC Adventures of Brothers Grimm (3/29) for $13 seemed to be a really good price.
