The idea of a stable low resistance ground is great, but yea I think we're getting into overkill here. Any grounding electrode system as described in article 250(1999 NEC 250-50) of the Nationa Electrical Code is sufficient. If this discussion spins off into grounding I may "step out of the room." I've been in many discussions with other engineers and lightning protection specialists and this topic can be a descent into madness.

If you want to load up on info about grounding I would recommend as always the NEC, the IEEE Green Book, and the IEEE Emerald Book. This will cover everything from lightning and personnel protection to electrode systems, soil enhancement, and ground resistance measurements. Be advised this is not exactly light reading.
