A question. Will we suffer from a Pal speedup or not?
Otherwise I will wait until I can buy it without the potential speedup.

The Studio Canal announcements were previously discussed here.

"PAL speedup" isn't really the correct term since HD is not PAL. Your question is of course still valid, but from I've heard, these titles should be 1080p 24fps. We'll see how they will handle these titles.

They are supposed to be available but I haven't seen any sites that have them available for pre-order.

If you come across any, please let us know. There are a few titles I am very interested in and since they are region free, seems like a good idea to pick them up.

Of the titles yet to come, Le Cercle Rouge probably won't get a UK release under the Canal Plus banner as the BFI currently hold all UK rights (I think). They had theatrical rights for the reissue, DVD rights and HD broadcast rights (Artsworld HD is doing a series of BFI titles in HD). I presume that would mean that HD-DVD/Blu Ray rights would be with them as well, but you never know.

They´re supposed to be encoded @1080p/24 so No would be the answer.

The biggest problem would be the regional coding (for us with Region 1 players) if applied.

Current HD DVD specifications do not provide for any region coding, therefore nothing can be applied to these discs to make them unplayable in your machine.
