As I recall, the packaging indicates not...

But the folks at www.currentfilm.com seem to think it is...

    Could anyone clarify?

It's a mistake. The R1 Mission Impossible is non-enhanced. It was an early Paramount release and appears to be a recycled LD transfer.

Is anyone planning to re-issue this movie? I never bought the disk because it was so cheesy.

I wouldn't be surprised to see a new special edition timed to coincide with the release of MI:3. But that's just speculation.

If they'd release it, I would buy it. I really liked the film.

This is yet another early non-anamorphic Paramount title that needs a re-release. Holding one's breath is not suggested, since to date Paramount has only double-dipped six times (first three Clancy films and Star Trek 2-4).
