...erm... there's no such thing as someplace where you can get region-free DVDs...
Any DVD can be region-free (a.k.a. Region 0 [zero]): there are R0 DVDs made in the USA (R1) (for instance: the majority of Criterion DVDs, Anchor Bay DVDs, Image DVDs, etc.), but also R0 DVDs made in R2/Europe, or R3/Hong Kong.
With rare exceptions (I know of only two) R0 DVDs from Europe will be PAL; R0 DVDs from the USA or Hong Kong will be NTSC.
