If I buy a certain length of expensive monster cable from my local HT shop and discover that it is to short or in the future rearange my equiptment is it ok to pickup the additional length that I need and just twist the wires together or would it be better to purchase a whole new run of cable.

UTP just means Unshielded twisted pair. Cat3 (telephone wire) , Cat5, Cat5e, or Cat6. Cat5 and Cat5e are essentialy identical except that Cate meets higher standerds, such as all of the twists being equidistant from each other. As far as I know this difference should not affect your situation.
