Microsoft’s senior vice president of Interactive Entertainment Business Yusuf Mehdi has stated that given the broad multimedia focus of Xbox One, there’s no reason why it can’t shift between 400 million and 1 billion consoles in its lifetime. He said the company is also angling for 100 million Xbox 360 console sales in the next five years.

Speaking with OXM, Mehdi said of Microsoft’s hopes for Xbox 360, “We believe over the next five years we can break a 100 million unit installed base. That’s something we’re shooting for, it’s not a financial plan as such, it’s just rough numbers if you will.

The PS2 is the most successful gaming console ever, and it only shifted 155 million units. The 360 did about half that, so setting 400 million as the floor is pretty much a pipe dream.

EDIT: the 400 million to 1 billion is for games. 100 million units is realistic.

They're trying to position this as a long-term device. The PS2 sold 155 million in about 10 years. The current consoles, in general, sold faster and could therefor possibly sell many more this generation and over a longer period of time.

I think 1 billion was in reference to overall console sales, not just Xbox One. It's still unrealistic, but less unrealistic.
