Been away for a while, what is currently the popular drivers in 12" size? Box will be made to the speakers parameters, budget is about $250sh for the driver.

Soundsplinter, TC Sounds, Adire Audio, Dayton?

Additionally, who's a good vendor to purchase from?

Vendor wise...Parts-Express, TC Sounds direct, Sound Splinter, Acoustic-visions, CSS probably a few others.

Buzz wise, TC Sounds is probably the most popular right now since they started selling direct to the public last fall. The Dayton Reference series is very worthy of consideration as well and usually more readily available...TCS seems to be fitting the DIY community in between OEM runs, making their offerings go in and out of stock a lot. The new CSS driver looks interesting, but I haven't modelled it or seen any projects done with it. Adire seems to be having some sort of business problem at the moment...the original Shiva and Tempest are available, but their newer stuff seems to have disappeared from the market and they no longer sell direct..

I would suggest you start designing by establishing a budget, physical cabinet size limitations, and desired frequency response/output levels. Then find the driver that most closely accomplishes those goals.
