OoT was a bonus disc that people received for pre-ordering Windwaker. You can probably still find it for sale somewhere, but it doesn't come with Windwaker, no.

I think they go on ebay for about 20 bucks, well worth it in my opinion. If you can wait I'm sure that price will go even lower.

Actually Trevor, I think you should play OoT first. The stories are somewhat related and I think you'd enjoy the Wind Waker more if you have already completed OoT.
