Open new windows in full always in Windows ME (1 Viewer)

Using windows ME, is there any way to make new windows open maxamized? Whenever I click on a link on HTF they usually open in a new window, and that window is always some weird none full-screen shape. Is there any way to force IE or windows to always open copies of programs maximized?

What usually works, is to open an IE window, maximise it, then click on the X the close but at the same time hold down CTRL. From then on, all new windows should open maximised, however if you then resize a window and close it, it will change again.
