I suppose I'll be the one dissenting vote in the second match up - The Asphalt Jungle.
There is no question that The Third Man is a great film, but for myself the associations with noir are somewhat tenuous. I tend to think of noir as a particularly American phenomenon and The Third Man does much to establish its European location; to the point of distancing the film, for me, from the associations I make with noir.
On the other hand, another off shore noir has no such effect. The location of Gilda ( Buenos Aires, Argentina ) is placed into the background to the point that it feels like a surrogate for any anonymous metropolis; and consequently I experience no such disconnection.

Chinatown (I agree that the Third Man doesn't really fit noir, but I think Chinatown does. I don't consider either color nor year made to be disqualifiers. Besides, I think Chinatown is the better film).
