I wouldn't say that episode was bad, in fact, 3 or 4 seasons ago I think I would have liked it a lot. I just don't get the Reyes character, she's just...weird. It's like they tried to give her Mulder's uncanny ability to figure out what's going on, yet it's never explained how she comes up...
