No, it's not silly. You're using the same often very crowded airspace as everything else and therefore are expected to follow the same rules. Thinking that pilot licensing is for nothing other than the ability to use an airport or runway is however silly.

I believe so, yes. all I know is it cost me about 800 bucks out of pocket on my last check doing it this way. I'd have to look at my stub to be sure and they're at work in my desk drawer.
