I check my phone and sure enough hotspot is off
Huh, well let's choose it from iPad and see what happens.
As I do so I see it UNLOCK the hotspot on my phone and turn it on
WTF witchcraft is this?
So we go searching.
It's called Instant Hotspot only available to devices logged in on same iCloud account, pretty cool, not sure how I missed that announcement...
