My humane organization needs a free and easy to use photo editor.  It needs to be able to the basic photo corrections: exposure, red-eye.  It also needs to be able to crop (to a user-defined aspect ration and/or size).

 

I can't emphasize enough that it needs to be easy.  My group has a bunch of people who can browse the web and email but editing photos is a challenge for some of them.

 

Of course, we have no money to spend on an editor.  It needs to be windows compatible.

I haven't used this in several years, but Picasa was a great, free all-purpose photo manager with the basic editing features. iPhoto and Aperture wouldn't be where they are today without Picasa having shown the way.

I don't recommend this for photos particularly (not for red-eye and such), but if you also need a free all-purpose image editor Paint.net is a great freebie for Windows.

I'll second Picasa. I've been using it for years now and it works just perfect for basic fixes. It can remove red eye, sharpen your photos, auto-correct the color for you, give them an "HD" look......all kinds of nifty fixes!
