I wouldn't say they are better, just that they use films for different purposes. Here, films are pushed for their entertainment value, to maximize the dollar ratio and are made with profits and ticket sales as the primary motivation. French films tend to be used as social critiques, both personal and political. The filmmakers use the film medium to expose and discuss the events that occur in everyday life. Obviously, this isn't a hard and fast rule. French filmmakers do make big action films (The 5th Element or The Transporter) and Hollywood filmmakers do make dialogue driven or social commentary films (In the Company of Men, Boyz N' the Hood).
