hey man, I would suggest looking at a decent harman kardon or Denon receiver for around the 1000 dollar mark. This will give you a good 7.1 receiver for a good backbone of your system. Speakers on the other hand you'll have around 1500 to play with. Go to your local retailer (NOT BEST BUY)...
