I just read the description for Legends of Tomorrow - given that it deals with time travel, there is no reason that the Sara in the show (assuming that is Caity Lotz's character) is from the "current" DC timeline. She might be plucked from earlier in her timeline.

It is quite painful to watch. I would have thought he might have given "Deathbolt" some attention this episode instead of completely ignoring these other deaths in his city. I think the writing here is just too over the top.

Merlyn had to know that Oliver's only chance to win would have been if he had been allowed to use a bow and arrows and that wasn't going to happen. I think that whole setup and duel was a case of bad writing.
