While I would prefer 60, a solid 30 instead of a jittery 30/60 is actually a good idea.

Sometimes there actually is a way to see the fps on a debug console (I think) but generally you can tell. If the game runs super smooth, then on consoles its generally 60 fps. If it drops down to a slightly choppier framerate, then its probably at 30 fps or less.
