Yes, but it probably varies from state to state. Vermont has banned plastic shopping bags, so stores have to provide paper bags for a small fee. Rather than do that, some stores have elected to not offer any bags at all. That's what Walmart has done for their Vermont stores.

Some stores around here don't provide any bags at all (Walmart), or if you're self-checking you have to ask an associate for them and they add the charge themselves.
