With the just completed reuniting of CBS and Viacom AND the emerging leadership seemingly now embracing and appreciating their Star Trek franchise, (not to mention the references to a 4K remaster & release of STTMP-DC), this scenario might not be far fetched after all.

I am enjoying my ShagCarpet DVD Set but the PQ leaves a little to be desired.

They were around $45 or so when first released. I waited and got my set at WalMart for $14.99 about 8 years ago.
I don't know if ST-TAS would benefit from a Blu release image quality wise. Maybe enough so they look half decent on a big screen. I'll leave that to those more informed on...
