Denward has it right. It's that simple, (1) a colon represents a ratio ( X parts TO X parts whether they be centimeters, inches, feet, or miles ) (2) An X represents a dimension ( X inches or whatever increment long BY X increments wide. (1) is non specific, (2) is a specific size.
