    According to the 2002 NEC, Article 406.3 (D) (3) (b): I don't have the 2005 Codebook, so I don't know for sure if this has changed, but I don't think so. Is your ceiling in the basement a drywall ceiling, or a drop in ceiling? Maybe you can just fish the wall and add in a new plug just...
