Take it to a framing shop that does art prints. They should have suitable mattes and frames. A good framing shop should have no trouble doing a cel framing job. Just make sure to use acid free mattes.

I second these, but I won't hold my breath waiting for them to show up any time soon....especially the TV series. I don't think anime "fans" are interested in seeing these types of older shows.
