I don't know if it's the general public asking for PG-13 action movies. "300" is the fourth highest grossing film of the year so far and if the new "Die Hard" made close to those numbers, it would be the biggest in the franchise history.
I believe it was Bruce Willis himself who said that they shot the script as written and they received a PG-13. He mentioned that if the first "Die Hard" were released today, it probably would've been rated PG-13 with maybe the Takagi death a little less gory.
