Well if it was I would'nt say it's concrete, it very well could work as an ender, but it was still pretty open ended and I could see the series continuing with the war and Jericho caught right in the middle.

my understanding is two endings have been filmed for episode 7 and depending on which way the wind was blowing at CBS regarding Picking up the series, will determine which one they air.
